Project Overview
Fox & Waterman served as full developer and owner (with local partners) for the creation of a large scale cement plant in North Africa. The project began on virgin desert land and progressed through every stage of development — from concept and permitting to construction, commissioning, and full operational readiness. This was a complete, end to end industrial development executed under Fox & Waterman’s leadership.

The Challenge
The region required new cement production capacity to support infrastructure growth, industrial expansion, and national development priorities. The challenge was to transform an undeveloped desert site into a fully functioning, modern cement manufacturing facility — requiring comprehensive development capabilities, strong local partnerships, and rigorous execution across technical, regulatory, and operational domains.
Our Role
Fox & Waterman led and managed every stage of the project lifecycle, including:
1. Land, Permitting & Licensing
• Identification and acquisition of the desert site• Environmental and regulatory approvals• Full permitting and licensing with national authorities• Structuring of local partnerships and ownership arrangements
2. Financing & Commercial Structuring
• Development of the financial model• Capital structuring and investment arrangements• Engagement with lenders, investors, and local financial institutions• Commercial agreements for inputs, utilities, and offtake
3. Engineering, Procurement & Construction
• Selection and management of engineering partners• Full procurement strategy and contracting• Oversight of construction activities from groundbreaking to completion• Quality assurance, safety oversight, and schedule control
4. Commissioning & Operational Readiness
• Mechanical and electrical commissioning• Performance testing and optimization• Recruitment and training of plant personnel• Establishment of operating procedures and maintenance systems• Transition to full commercial operations
