Project Overview
Fox & Waterman served as developer for the expansion of an X MW gas fired power plant, while simultaneously delivering a comprehensive efficiency, reliability, and operational excellence transformation across the existing units. The engagement combined full development responsibilities for new capacity with deep technical advisory to elevate the performance of the operating asset.

The Challenge
The operator needed to expand generation capacity to meet rising demand while also addressing performance challenges in the existing plant:

The project required a partner capable of developing new capacity while also transforming the operational performance of the current units.

1. Developer for Plant Expansion
Fox & Waterman acted as developer, leading the expansion pathway from concept through development execution, including:
• definition of expansion scope and capacity configuration• technology selection and evaluation of gas turbine upgrade options• development of the technical and economic model• integration planning with existing units and grid requirements• development sequencing and implementation roadmap• coordination with OEMs and technical partners• owner level development oversight through the expansion lifecycle
2. Advisory for Efficiency, Reliability & Operational Excellence
In parallel, Fox & Waterman delivered a full operational transformation program across the existing plant:• assessment of plant performance, heat rate, and reliability• optimization of O&M workflows and maintenance strategies• reliability centered maintenance (RCM) deployment• outage planning and execution improvements• redesign of operating procedures to reduce trips and downtime• performance dashboards and KPI systems• training and upskilling of operations and maintenance teams• introduction of digital tools to support predictive maintenance
